Your best bet is to ride a bike to work for a while, settling for 40% tread on a 31" tire is like $5-20 a tire. Thats a rediculously small budget. Hell I got some 36's im selling to a guy for $5 a tire and they have about 60%.
Where you live??? Got a Home of Economy where you are???

Not sure if you have a tires plus around there, but I bought brand new Dayton Timberlines (made by firestone) 285/75/16 for $105 ea. Not worth getting used ones at that price.

I second the craigslist suggestion. Some great tire deals on there.

4 Wheel Parts Wholesalers has a deal going right now for buy 3 get one free on Pro Comp tires, in addition to the $10 shipping per tires special. That's the best deal I've found so far.

Got a Pep Boys nearby? They have the Futura line of tires which are actually made by Cooper. I run them on my Honda with no complaints. The only reason I don't have them on my Bko is they didn't have 32x11.50s in the mud terrain. The Dakota has the same tread pattern as a BFG AT and the Enforcer is an aggressive Mud tire. Both are available in 31x10.50x15. IIRC I was quoted at $90 per a couple years ago.
