Wisconsin Governor’s State Trails Council Meeting
October 31st, 2006
On October 27th, members of WOHVA’s Executive Committee attended the quarterly meeting of the State of Wisconsin Governor’s State Trails Council (STC). At this meeting, the STC presented and unanimously passed the following two resolutions dealing with motorized recreation:
Resolution in Support of Motorized State Recreation Area
Whereas four wheel drive trucks, all terrain vehicles and off highway cycles have become a popular form of recreation for many Wisconsin citizens and tourists;
Whereas communities have experienced economic benefits from tourism when this form of recreation is embraced;
Whereas the motorized recreation community recognizes that their recreational pastime can be inherently dangerous if safety issues are not addressed;
Whereas land stewards recognize that the use of these vehicles in sensitive ecosystems has led to the general degradation of these ecosystems; and
Whereas it is recognized that many people who move to rural or undeveloped lands, do so in order to escape the effects of air, water, and sound pollution;
Therefore be it resolved that the State Trails Council supports the development of a recreation area in which the devotees of motorized recreation can participate in the sport and where the social and environmental consequences can be managed in a manner that will result in consensus among all whom are affected.
Be it also resolved that the maintenance, enforcement of mandated rules and educational activities within the recreation are be supported by user fees and other appropriate funding sources.
Resolution in Support of Responsible Use of Motorized Recreation Vehicles
Whereas four wheel drive trucks, all terrain vehicles and off highway cycles have become a popular and growing form of recreation for many Wisconsin citizens and tourists;
Whereas increased motorized recreation can create inherently dangerous conditions for users and adherents of other forms of recreation if safety issues are not addressed;
Whereas the use of these vehicles in sensitive ecosystems can lead to the general degradation of these ecosystems if trails are not properly constructed and maintained; and
Whereas the deficiency of environmental ethics, education and the lack of policing of improper or illegal use of off road vehicles by some individuals has led to a decline in respect for all persons associated with off highway recreation;
Therefore be it resolved that the State Trails Council supports the utilization of user fees to provide for the user education, trail maintenance, restoration of damaged habitats caused by illegal or improper use of off highway vehicles, and a program of self-policing and credentialed law enforcement;
Be it also resolved that the failure to plan for and mitigate environmental issues on any given recreational facility in a timely manner will result in the temporary or permanent closing of the facility.
Great News from Forest County

The great news out of Forest County is that the Millennium Economic Development Corporation of Forest County (MEDCFC) has reached its’ fund raising goal of $55,000! This means that the feasibility study to explore the viability of an off-highway vehicle (OHV) recreational area in Forest County will be moving forward.
The Badgerland Off-Highway Vehicle Recreation Area (BOHVRA) is a proposal (which has been presented to the Forest County Forestry Committee and the Forest County Board, WOHVA, the Wisconsin DNR, the Wisconsin Natural Resources Board and the Wisconsin Governor’s State Trails Council) to create a full service, year round, off-highway vehicle recreation area in Forest County, Wisconsin. The site under consideration is located in southwest Forest County and consists of roughly 3800 acres. The feasibility study is the first major step in making BOHVRA a reality.
North Central Wisconsin Regional Planning Commission (NCWRPC), a non-profit organization, was chosen to complete the feasibility study. On November 6th, members of the MEDCFC will meet with NCWPRC to get the ball rolling. The cost of this study was made possible through donations (with matching grants) from optimistic organizations and individuals who realize that OHV recreational opportunities need to be expanded to catch up with the demand for these types of areas.
The results of the feasibility study will be shared with the Wisconsin Department of Natural Resources who has been requested by the Wisconsin Natural Resources Board to look into possible sites and plans for an OHV recreational area. The BOHVRA feasibility study will be available for use to compile a business and marketing plan, thus placing Forest County in forefront of becoming the host site of the first year-round OHV recreational area in the Badger State.
WOHVA would like to thank the Millennium Economic Development Corporation of Forest County for having the foresight to be proactive in their pursuit of becoming the OHV recreation destination of choice for thousands of vacation families. WOHVA is happy to have played a small role in this first step and looks forward to continuing to assist the MEDCFC to assure that the Badgerland Off-Highway Vehicle Recreation Area becomes a reality.
