81 Bronco Front Fenders Mount - need Help

Hey there!

I'm wondering if there is something between body and front fenders (see picture where I marked the spot) - maybe something like spacers or so. I'm asking because I've mounted my fenders for testfit and for me it looks like the fenders are a bit to low.

The fenders get shimmed up off those mounts, with what looks like pressed cardboard. I have some laying around, ill snap a pic of one later today
