My guess:
If the engine is running, the prop is usually bent when it hits the water, this prop blade seems straight, my guess is that the engine was not running. Engines are revved to max when landing just in case the plane doesn't catch an arresting wire so the plane can get back up in the air (called a "bolter"). (Jets still do this same thing now.) The net looks like the net along the sides of an aircraft carrier to catch the poor sailor that gets swept off the deck, so the ship is probably a carrier.
Now, how the heck the plane got right next to the carrier is anyone's guess. All three crew members are accounted for, which is a good thing.
