I'm assuming this would only work if you had all four wheels with the same width and offset, same size tires, and aired up exactly the same? I only say that because I've seen people use small spacers on front wheels to gain clearance from tire rubbing and whatnot. Also, if you were aiming for 1/8" toe-in would you have the front of the wheels on each side in further than the rear by 1/16" to equal a total of 1/8" or are you aiming for 1/4" total with 1/8" in on each wheel?

I've seen people use a tape measure or a bar/2x4 cut to length and measure the distance between the front of the front wheels and the back of the front wheels and do it that way as well.

I've used a 10 ft. fluorescent bulb to align a bike tire. whatever gets 'er done and done true, will do. ;)

@Doosenberry , correct on all counts; I always measure off of the rim, not the tire.

They do work, I used 8 ft fluorescents and a framing square to do the 4 wheel (IRS) alignment on my Daytona Coupe to get it to handle at speed. I actually took some rough measurements off a Porsche Turbo Carrera in a parking lot, lol. I had several alignments done that just didn't handle right: one day I was behind a Porsche on the highway and saw the negative camber on the rear wheels, so I duplicated it.

Anyways, back at it again today. I machined the spacers down to .50 and installed them. This netted me about 1" and I'm happy with the stance.

After that, I played with the adjustable bushings, taking it for a ride around the block each time I made an adjustment so it would be settled in. Once I was happy with it, I did the toe again. :thumbup

I took it for a long ride and the steering started feeling a little weird; the springs settled in a bit and my camber and toe changed. :madder

I'll make a adjustment again next week, now that I know the height is where I want it.

So; in a nutshell, the string is to confirm the front tires are facing forward/squared?

It's to square your front and rear axle/tires; much like you would square up a wall if you were building it on the ground.
Like a square vs parallelogram.

And you use the adjuster sleeves on the tie rods to correct/adjust toe-in/out?

Yes, the sleeves are right and left hand thread, so you can lengthen or shorten the tie rod to bring the front of the wheel in or out to set the toe.

In a "nutshell" my answer is still yes. I read the quote answering the question more on the use of the plum bobs, rather than the string. The diagram I had posted represents squaring using the string & plum bob method, but I'm thinking you are asking on the use of the string for setting toe-in.

This diagram shows toe-in using a string, but I exaggerated the toe in. In real life, you would have the string "neutral"; touching the sidewalls of front and back evenly and then adjusting the toe in 1/16"on each side to give you a total of 1/8".
