No you can not run it without the outer ring, it will vibrate, you need to get a new or used one, even if you could press the outer part back on you would have to get it in the EXACT position if was in from the factory in order to time it right.. if you would have used the right tool to take it off you would have NEVER run into this problem.

every time i have pulled a balancer i have used that type of puller. i have never had any problems with that kind, it uses two of the bolt holes that would hold on the crank pulley. as far as i know that is the kind of puller that should always be used..
