Yes it can. Take a look at Fireguy50's wiring diagram (Post 2) & it should make sense. Notice that ground is run thru both sides of both switches at rest. When you use a switch, one side's ground is disconnected & replaced by hot. There's more tailgate window info in post 3 of this thread.

ok then is there any way to route around it and still use factory dash switch? Dont really want to drop 250$ for a new key switch and harness unless all else fails...thanks for the response

Are you sure that your tailgate key switch is the problem?

There should be power:
-On the BK/W wire to the tailgate switch all the time.
-On the P/LG wire to the tailgate switch with the ignition key ON & the dash switch pushed in the UP position.
-On the PK/LB wire to the tailgate switch with the ignition key ON & the dash switch pushed in the DOWN position.
-On the R/Y wire from the tailgate switch with the ignition key ON & the dash switch pushed in the UP position.
-On the T/BK wire from the tailgate switch to the safety switch with the ignition key ON & the dash switch pushed in the DOWN position.
-On the R/Y wire from the tailgate switch with tailgate switch in the UP position.
-On the T/BK wire from the tailgate switch to the safety switch with the tailgate switch in the DOWN position.

There should be ground on the P/LG, PK/LB, R/Y, & T/BK wires when both switches are at rest.

If you follow those links above you'll find more info on the safety switch & other common causes of window failure.

If it tests that the tailgate switch is bad, the dash switch, motor, wiring harness, & tailgate safety switch are good, you could bypass the tailgate key switch by doing the following:

-Cap off the BK/W wire.
-Wire the P/LG & Y/R wires together.
-Wire the PK/LB & T/BK wires together.

wiggle your dash switch. Sometimes my dash switch stays in the down position and the tailgate switch doesn't work. Also open and slam your tailgate shut again, if it is not all the way closed then it won't work.

If not, then check the tailgate switch from the back. Take off the inspection panel and have someone else turn the key, make sure that there is not something blocking the connection. Clean the points with some brake cleaner or something.
