Yeah plug weld it.
For a clamp, Just get some tube that fits the OD of the anti wrap bar. Cut a notch on that tube lenghwise of the tube, Trim about 3/8 from that cut, Weld 2 nuts to either sides of the cut, add a bolt to squeese the 1/2s together
