If you put a auto locker in a front axle of a 95, with manual hubs, technically untill your hubs are engaged, its just like having an open diff right? so it wont lock when the wheels are straight, being the hub isn't connected to the diff...

is this correct logic, or am i being to literal?

With any locker in the front, if the hubs arent locked, it acts like a dead axle. Even a full spool. Once you lock those hubs in though, that's when things change. Even if the transfer case isnt engaged.
