I tired doin a search but since EGR and EVP are three letter words it wont do a search for them now. my check engine light came on and i pulled a code 31. i know that it means "PFE or EVP circuit below minimum voltage" now what in gods name does that mean. :(

The EVP sensor should be around 0.5volts closed. But it's sending a signal to the computer much lower than that.
Your EVP is next to the throttle on top of the EGR

so do just replace this EVP sensor or is it more complicated. like something else would cause it to send low voltage.
