No no no no.

The positive terminal should have +12V to it when the ignition is turned on, regardless whether the engine is running or not. The NEGATIVE terminal of the coil is controlled by the TFI module. The module switches this connection on and off to ground. When the connection to ground is on, the coil is "charging"; when the coil is to fire, the connection is removed.

Flip to the ignition system diagnostic procedure in your Haynes manual. It'll save a ton of time.
