I'm not entirely sure, but I believe it is something to reinforce the area that causes the dash to rattle, some sort of metal piece and adhesive of some sort, probably an epoxy. That's just a guess though.

How much did you pay for that. Looks like a couple of pop rivets and a metal bracket, anything else in there?
