Want to know if that metal bracket can come off the bottom of running board, so I can replace bolts and nuts? On lower pic where can I get the rubber stripping?

That part is molded in or glued, I believe. The only removable part is the bracket I don't see in the pictures. The weather stripping I cant find anymore but just about any high quality weather stripping can seal that part between the boards and lower body. With them being so rare hard to tell you to attack it with a pry bar and heat gun.

Yo,
"Rubber strips"; guessing it's;
"The factory mounted the step fully below the body with a foam strip (F2TZ16536B) between them to protect the paint & prevent noise."

"The tread pad (F2TZ16490A) is attached like the front bumper strips

..."
"The tread is a soft rubber sheet glued to the step"
