Was at a yard sale this weekend and ran across a set of matching 4bl holy carbs with the aluminum cone air filters. They look like maybe something you would see on a rat rod but anybody know who made them?

Looks like a velocity stack, was very popular in this town in the 80's. However, if you ever drive one you will see why they faded, really messed with your vision field.

Yep, regular old velocity stacks, everyone from Mr. Gasket to Edelbrock made them from one time to another, I think you can still buy 'em new.

And yes, they were for rat rods and other hopped-up iron. I bet you could polish those with some Mother's and a polish ball, then sell them on eBay for a pretty penny. The carbs may be 4150 or 4160 models, and look to be in good enough condition to restore and rebuild for eBay sale also.
