I have searched but can't find an answer.

Can the inner fender liner be removed without taking off the whole front clip or fender? I want to remove it so I can sand blast it and paint it.

no. they are what everything else attaches to.

At a bare minimum you'll have to pull the fender and hope you can wiggle the liner out of place with the core support still in place after unbolting it from the firewall and core support.

Sounds like it might be less work to remove the whole clip. I am a one man crew so I was trying to avoid that.

It may be worth the hassle because it would look SO much better with a fresh coat of paint.

I think you're right. I just removed the front clip from one of my '76's and I doubt it would have been any easier to just wrestle the inner fender out even though I had to cut all four bolts that hold the clip the frame.
