I'm working on my '96 5.0 and have been following Hayne's manual. I recently came across a test that I don't know what to do with the results.

My engine isn't starting but doesn't sound bogged down at all. My lastest test showed .8 volts from the EEC (4th pin) to the ICM in run and start positions. What does this mean? What are my next steps?
