so after i shut my truck off, i hear this sort of creaking noise or bubble noise coming from what sounds like the fuel rail. what could this be?

Not sure on that one. Recently I had a bubbling noise, but it was behind the glove box. Turned out to be air trapped in the heater core. Have someone shut your truck off with the hood up while you stand outside with a mechanic's stethascope or use a piece of heater hose to determine exactly where it's comin' from.

i forgot to mention that you can hear it when its running but its not as loud until after it shuts off. sounds like air in the rail or something

but the pump is putting out 40 psi and only drops to 30 psi after its shut off. and whatever is causing this noise i think is causing my truck to start hard

Use the stethascope or heater hose and let us know what you find out. Almost sounds like you're losing your fuel system "Prime". If you "key on" "Key off" several times before you crank it over, does it start right up?
