The puller that Dustin linked is what I used to get my pitman arm off. It work first try. I borrowed it from garage, that way I knew I was getting the good stuff. If you cut two slices in the arm opposite each other, you should be able to pry the two pieces off and set it free.

The quickest way for the rivets, I've found, is to cut up the heads a bunch with a cut off wheel. Then just grind the rest of it down. I never had enough room to just cut the heads off flush with the frame 9or at least close to), so I always just cut perpendicularly to them.
