It is disconnected and blows air. Appears to be connected to the air pump but I don't know where else it needs to be connected to.

It's a one way air valve, part of your smog system. It helps regulate the amount of PSI your smog pump produces.

No. It's kind of like a blow off valve so to speak.

As long as its not supposed to be attached to something. Looks very strange sitting there with an open end, blowing air.

Engineers do a lot of shit that "looks strange."

Like putting the valvebody/solenoids in the SIDE of the transmission...inside the frame...against the inner fender...in a front wheel drive vehicle....assholes.
